Abstract
Two elderly women, Anacleta and Teodora, walked for almost two hours from their community of Lucanamarca to reach the municipality of Huanca Sancos, in the Ayacucho region. They have traveled to tell their story of sex- ual violence during the 1980s, and to see if it is still possible to register in the transitional justice mech- anism that officially recognizes victims of Peru's 1980-2000 internal armed conflict. A young regis- trar meets them in the hallway, but barely listens to them. Finally, at the insistence of my fellow researcher Ximena Málaga Sabogal and I, she attends to them. But the women don't manage to find the words to narrate what they have experienced.
The women made this journey in August 2013. The Single Registry of Victims (RUV) had been created in 2005 to implement the Comprehensive Reparations Program, an outcome of the recom- mendations of the final report of the Truth and Reconciliation Commission (CVR). From 2001 to 2003, the commission investigated the horrors of the armed conflict and the authoritarian government of Alberto Fujimori, making a series of recommendations aimed at remedying the relationship between the state and society.
